Thank you for your interest in submitting an application for the upcoming Community Development Year 48 Program. The Town of Stratford has determined that it should anticipate receiving approximately $630,000 as its entitlement from the U.S. Department of Housing and Urban Development (HUD).

Citizen participation has always been an integral part of the Community Development Block Grant (CDBG) Program. In accordance with HUD's consolidated submission requirements, the Town prepared and submitted a new five-year Consolidated Housing and Community Development Strategy and Plan for Fiscal Years 2022-2025 ("Con Plan"). This planning document provides a framework for the use and expenditure of CDBG funds during the covered period in accordance with the objectives of the program. It also contains the Town's Annual Action Plan (AAP) which is developed in order to receive CDBG funds. In an effort to maximize participation, and prior to the submission of the application for CDBG funds, the Town seeks your input as to the types of projects and activities it should include within its 2022 AAP for Program Year 47 that will meet the Town's housing and priority non-housing community development needs. Please keep in mind that the program must primarily benefit low- and moderate-income (LMI) persons, since the Town must ensure that not less than 70 percent of the grant will be used for activities meeting this criterion.

The deadline for submission of proposals is Friday, February 11, 2022, by 4:30 PM. The Community Development Subcommittee of the Economic and Community Development Commission will hold a public hearing on community needs and proposed projects on Wednesday, February 23, 2022 at 6:00 p.m. virtually via Go-To-Meeting:

It is anticipated that a proposed Annual Action Plan will be finalized by March 21, 2022, so that it can be published for a 30-day comment period.
